A 39-year-old man was arrested at the Washington State Fair for indecent exposure to a minor.
According to the Puyallup Police Department. David Lee Titus stood next to a 17-year-old male at the urinal and masturbated while the teen was urinating, staring at him the who time.
Titus ran from officers but was apprehended. he was booked on multiple charges, including lewd conduct and voyeurism.
Titus is an "inactive" sex offender, according to Puyallup PD.
